Nein zum Zug des Todes!
Das wichtigste Projekt der derzeitigen mexikanischen Regierung ist zweifellos das fälschlicherweise “Tren Maya”, also “Maya-Zug” benannte Megaprojekt. Laut offizieller Darstellung handelt es sich um ein Projekt zur Verbesserung der Lebensqualität der Menschen, zum Schutz der Umwelt und zur Förderung einer nachhaltigen Entwicklung“. Das Projekt erstreckt sich über 1.500 km und führt durch die Bundesstaaten Chiapas, Tabasco, Campeche, Yucatan und Quintana Roo. Auf der offiziellen Website  findet man eine Reihe von Bildern und scheinheiligen Argumenten im Stil des grünen Kapitalismus und seines „Greenwashings“.

Seit der ersten Präsentation haben sich jedoch zahlreiche Fachleute aus den Bereichen Umwelt, Recht, Wirtschaft und Politik zu Wort gemeldet und die äußerst zerstörerischen und gewalttätigen Aspekte dieses Vorhabens kritisiert und angeprangert. Von Anfang an waren es auch die indigenen Gemeinden der Region selbst, die gegen die Durchführung des Projekts protestiert haben, das grundlegende Rechtsansprüche der indigenen Bevölkerung verletzt – sowohl nach nationalem Recht als auch nach internationalen Abkommen, die Mexiko unterzeichnet hat. Tatsache ist, dass der Großteil des Landbesitzes im Südosten Mexikos in kommunaler Hand liegt, also Gemeindeland ist, gemeinschaftlicher Besitz der Dorfgemeinschaften.

Seit Beginn des Neoliberalismus in Mexiko in den 1990er Jahren wurden nationale Gesetze geändert, um die Privatisierung von Land und die Zerstörung kommunaler und indigener Territorien und Lebensweisen zu ermöglichen. Der mexikanische Staat hat seit seiner Gründung koloniale Logiken reproduziert, die in  kapitalistischen Logiken gipfeln, – was als interner Kolonialismus bezeichnet wurde. Indigene Gemeinschaften und ihre Gebiete werden nach wie vor ausgegrenzt und zum Nutzen der mestizischen und weißen Eliten und der nationalen und internationalen Konzerne ausgebeutet.

Der Tren Maya/Maya-Zug ist ein weiterer Teil der globalen imperialen Logik und seines Gegenstückes, des internen Kolonialismus. Die selbsternannte „4T“ oder „Vierte Transformation“, wie sich die derzeitige Bundesregierung nennt, hat den Neoliberalismus sowie den sogenannten „Indigenismus“ – die rassistische Politik des internen Kolonialismus des Staates – verstärkt und beschleunigt.

Der Maya-Zug ist ein weiteres Beispiel für die globale imperiale Logik und ihr Gegenstück, den internen Kolonialismus. Die derzeitige Bundesregierung von Präsident Andrés Manuel López Obrador nennt sich selbst die 4T oder Vierte Transformation, um sich national und international als eine Regierung der Linken und des Wandels zu präsentieren. Der Präsident ist sogar so weit gegangen zu behaupten, dass der Neoliberalismus in Mexiko tot sei. Seine Regierung hat jedoch den Neoliberalismus und den so genannten „Indigenismus“ – die rassistische und neokoloniale Politik des Staates – nur weiter verstärkt und beschleunigt. Der Tren Maya ist in Wirklichkeit weder ein Maya-Zug noch überhaupt ein Zug, sondern ein Projekt, das seit Jahrzehnten unter verschiedenen Namen von verschiedenen Verwaltungen und politischen Parteien vorgeschlagen wurde.

Es handelt sich um ein komplexes Netz von Industrie-, Tourismus-, Handels-, Militarisierungs- und Migrationskontrollkorridoren, die in hohem Maße die natürliche und kulturelle Umwelt zerstören, sowie um eine geopolitische Neuordnung der Region mit Elementen der Aufstandsbekämpfung.

Der mexikanische Staat stellt das Projekt hauptsächlich als Tourismus- und Entwicklungsprojekt dar. Die Realität sieht jedoch ganz anders aus. Der von Mayagemeinden bewohnte Regenwald ist für die Region und den Planeten von lebenswichtiger Bedeutung: Er ist der größte tropische Regenwald Mesoamerikas und der zweitgrößte des Kontinents. Auf einer Fläche von 42.300 km2 befinden sich 20 Ökosysteme und 50 % der Arten unseres Planeten. Dieser Regenwald ist biologisch mit anderen Regenwäldern in Südamerika verbunden und ermöglicht so die Diversifizierung und Weiterentwicklung von Arten, die die Evolution der tropischen Regenwälder des Kontinents stärken. Quintana Roo verfügt über das zweitgrößte Korallenriff der Welt, und auf der gesamten Halbinsel gibt es mehr als die Hälfte der Mangrovenwälder Mexikos. 44 der 62 indigenen Sprachgruppen Mexikos sind in der Region vertreten, die meisten davon sind Maya. Die Zahl der archäologischen Stätten ist sehr hoch, und ihre räumliche Ausdehnung ist enorm.

Wie mehrere Studien zeigen, ist ihre Bedeutung jedoch nicht nur ökologischer und kultureller Natur. Die Region hat auch und vor allem eine geopolitische Bedeutung. Sowohl der Tren Maya als auch der Tren Interoceanico, der Interozeanische Zug – ein weiteres Megaprojekt der mexikanischen Regierung – befänden sich an einem strategisch wichtigen Ort für den derzeitigen Kampf um die Kontrolle des Weltverkehrs und des Welthandels sowie um die hegemoniale Vorherrschaft der Vereinigten Staaten.

Das Projekt Tren Maya wurde in Angriff genommen, bevor alle nach internationalem Arbeitsrecht vorgeschriebenen Umweltstudien und Konsultationen mit den indigenen Gemeinschaften durchgeführt worden waren. Aus zahlreichen Dokumenten geht hervor, dass die Regierung die Menschen in der Region belogen und getäuscht hat, um sich ihr Land anzueignen. Die koloniale Logik der Enteignung und Ausbeutung wird von der gegenwärtigen mexikanischen Regierung nach der Logik des Developmentalismus  mit großen Schritten wiederholt. Diese Logik schafft die Illusion, dass der Mensch von der Natur getrennt seiund dass die Natur im Dienst des Menschen stehe, um ausgebeutet und zerstört zu werden. Auch der mexikanische Staat glaubt immer noch, dass er den indigenen Gemeinschaften seine Ideen und die kapitalistischen Lebensweisen aufzwingen kann, und versucht, sie an das neoliberale Leben zu gewöhnen, ihnen ihre Indigenität zu nehmen und sie zu billigen Arbeitskräften für den nationalen und globalen Markt zu machen. Während der erzwungenen Weiterführung wurde das Projekt nie transparent dargestellt, und die vom Staat bereitgestellten Informationen ändert sich ständig.

Dieses Projekt des Tren Maya geht mit einer sehr starken Militarisierung der Region einher, da es auch Teil einer aggressiven Umgestaltung des Gebietes ist, die darauf abzielt, die Migration in die Vereinigten Staaten zu stoppen und die Migrant*innen zu billigen Arbeitskräften zu machen. Die US-Mauer wird an die südliche Grenze Mexikos verlegt, wie Subcomandante Marcos ((so hieß Sub Galeano damals noch) schon 2001 in einem Interview mit dem Journalisten Julio Scherer  voraussah. Auf diese Weise verbinden sich Entwicklungshilfe und Aufstandsbekämpfung zu neokolonialen Formen der kapitalistischen Enteignung, Assimilierung, Ausbeutung und Zerstörung. Im Zuge dieses Projekts werden bereits Hunderte von Familien mit Zwang oder Gewalt  aus ihren Häusern und Gemeinden vertrieben.

Aus diesem Grund bittet der Nationale Indigene Kongress Mexikos um Ihre/Eure Unterstützung und lädt uns ein, auf jede erdenkliche Weise (Straßendemonstrationen, in den Netzwerken usw.) gegen die vom mexikanischen Staat aufgezwungenen Megaprojekte des Todes zu demonstrieren und Nein zum “Tren Maya”, dem Zug des Todes, zu sagen.

No al tren de la muerte!
El proyecto mas importante del actual gobierno de México es sin duda el mal llamado Tren Maya. De acuerdo al discurso oficial, este es un proyecto de „para mejorar la calidad de vida de las personas, cuidar el ambiente y detonar el desarrollo sustentable“. Es un proyecto que recorrerá 1,500 Km y pasará por los estados de Chiapas, Tabasco, Campeche, Yucatán y Quintana Roo. Uno puede visitar el sitio oficial del proyecto y se encontrará con una serie de imágenes y argumentos bondadosos al puro estilo del capitalismo verde y su „ecoblanqueo“ o „greenwashing“.

Sin embargo, desde la presentación del proyecto mismo, han levantado la voz de crítica y denuncia infinidad de especialistas en temas ambientales, legales, económicos y políticos ante los aspectos fuertemente destructivos y violentos de este proyecto. También desde el inicio, han sido las mismas comunidades originarias de la región quienes ha protestado por la imposición del proyecto que no respeta los derechos indígenas dentro de la ley nacional ni dentro de convenios internacionales a los que México suscribe. Y es que la mayor parte de la propiedad de la tierra en el sureste Mexicano es de calidad comunal.

Ya desde los inicios del neoliberalismo en México en los años noventa, se comenzaron a hacer cambios en las leyes nacionales para hacer posible la privatización de la tierra y la destrucción de territorios y formas de vida comunal e indígena. El Estado Mexicano, desde su origen, ha reproducido lógicas coloniales que se empalman con lógicas capitalistas –lo que se ha llamado colonialismo interno. Las comunidades indígenas y sus territorios siguen siendo excluidas y explotadas al beneficio de las elites mestizas/blanqueadas y de las corporaciones nacionales e internacionales.

El Tren Maya es una pieza mas de lógicas imperiales globales y su contraparte el colonialismo interno. El actual gobierno federal del presidente Andrés Manuel López Obrador se ha autodenominado como la 4T o Cuarta Transformación para presentarse nacional e internacionalmente como un gobierno de izquierda y de cambio. El presidente ha ido tan lejos como para incluso afirmar que el neoliberalismo en México ha muerto. Sin embargo, su gobierno solo ha venido a reforzar y acelerar aun más el neoliberalismo, así como el llamado „indigenismo“ –la política racista y de colonialismo interno del Estado. El Tren Maya no es ni maya ni es solo un tren, sino un proyecto que se viene proponiendo con diferentes nombres desde hace décadas por diferentes administraciones y partidos políticos. Se trata de toda una compleja red de corredores industriales, turísticos, comerciales y de militarización y control migratorio altamente destructivos de los ambientes naturales y culturales, y de una reorganización geopolítica de la región con elementos de contra-insurgencia.

El Estado Mexicano presenta el proyecto principalmente como un proyecto turístico y de desarrollo. Pero la realidad es muy diferente. La Selva Maya tiene una importancia vital para la región y el planeta, es la selva tropical más grande de Mesoamérica y la segunda más grande del continente. En 42,300 Km2 tiene 20 ecosistemas y 50% de las especies del planeta. Esta selva se conecta con otras en América del Sur por medio de rutas biológicas, permitiendo así la diversificación y desarrollo de variedades que fortalecen la evolución biológica de las selvas tropicales del continente. Quintana Roo tiene el segundo arrecife de corales más grande del mundo y toda la península tiene más de la mitad de manglares de todo México.De los 62 grupos etnolingüísticos de México, 44 están presentes en la región, siendo la mayoría de origen Maya. La cantidad de sitios arqueológicos es altísima y su ocupación espacial es enorme.

Pero, como indican diversas investigaciones, su importancia no es solo ambiental y cultural. De acuerdo a la Dra. Ana Esther Ceceña, la importancia de la región es también, y de manera especial, geopolítica. Tanto el Tren Maya como el Tren Interoceánico –otro de los proyectos del Gobierno de México–, estarían dentro de una ubicación estratégica y clave para de la actual lucha por el control del transporte y comercio mundial, así como para el dominio hegemónico de Estados Unidos (para más información leer: https://bit.ly/3GDo1GT ).

El proyecto del Tren Maya se inició antes de haber realizado todos los estudios ambientales adecuados y las consultas a las comunidades indígenas que la ley internacional del trabajo indica. De acuerdo a numerosas documentaciones, el gobierno ha operado mintiendo y engañando a la población de la región para apropiarse de sus tierras. Las lógicas coloniales del despojo y la extracción se repiten a pasos agigantados por el actual gobierno de México que opera bajo la lógica desarrollista. Dicha lógica se cree la ilusión de que el ser humano está separado de la naturaleza, y que esta naturaleza está al servicio del humano para ser explotada y destruida. Así mismo, el Estado Mexicano aun cree que puede imponer sus ideas y formas de vida capitalista a las comunidades, y busca asimilarlas a la vida neoliberal, quitarles lo indígenas y convertirlas en mano de obra barata para el mercado nacional y glogal. Durante su forzada implementación, el proyecto no se ha presentado con transparencia y la información que el Estado brinda ha ido cambiando con el tiempo.

Este proyecto del Tren Maya viene acompañado de una fuertísima intensificación de la militarización en la región, pues es parte también de una transformación agresiva del territorio que busca frenar la migración hacia Estados Unidos y convertir a las poblaciones migrantes en mano de obra barata. El muro de EEUU se traslada a la frontera sur de México, como bien anticipó el Subcomandante Marcos en una entrevista de 2001. De esta manera se unen el desarrollismo y la contra-insurgencia como formas neocoloniales de despojo, asimilación, extracción y destrucción capitalista. En el proceso, este proyecto está provocando ya migración forzada al desplazar a cientos de familias de sus hogares y comunidades.

Es así que el Congreso Nacional Indígena de México nos solicita su apoyo y nos invita a manifestarnos de la manera que nos sea posible (manifestaciones en las calles, en las redes, etc.) contra los megaproyectos de muerte que impone el Estado Mexicano, y a decirle No al Tren Maya, el Tren de la Muerte.

No train of death!
The most important project of the current Mexican government is undoubtedly the misnamed Tren Maya. According to the official discourse, this is a project „to improve the quality of life of the people, protect the environment and detonate sustainable development“. It is a project that will cover 1,500 km and pass through the states of Chiapas, Tabasco, Campeche, Yucatan and Quintana Roo. One can visit the official website of the project and will find a series of images and good-natured arguments in the style of green capitalism and its „greenwashing“.

However, since the presentation of the project itself, countless specialists in environmental, legal, economic and political issues have raised their voices in criticism and denunciation of the highly destructive and violent aspects of this project. From the beginning, it has also been the native communities of the region themselves who have protested against the imposition of the project, which does not respect indigenous rights under national law or international agreements to which Mexico subscribes. The fact is that most of the land ownership in southeastern Mexico is communal.

Since the beginning of neoliberalism in Mexico in the 1990s, changes were made to national laws to enable the privatisation of land and the destruction of communal and indigenous territories and ways of life. The Mexican state, since its inception, has reproduced colonial logics that are linked to capitalist logics – what has been called internal colonialism. Indigenous communities and their territories continue to be excluded and exploited for the benefit of mestizo/white elites and national and international corporations.

The Mayan Train is one more piece of global imperial logic and its counterpart, internal colonialism. The current federal government of President Andrés Manuel López Obrador has called itself the 4T or Fourth Transformation in order to present itself nationally and internationally as a government of the left and of change. The president has gone so far as to claim that neoliberalism in Mexico is dead. However, his government has only come to further reinforce and accelerate neoliberalism, as well as so-called „indigenism“ – the racist and internally colonialist policy of the state. The Mayan Train is neither Mayan nor just a train, but a project that has been proposed under different names for decades by different administrations and political parties. It is a complex network of industrial, tourist, commercial, militarisation and migration control corridors that are highly destructive of natural and cultural environments, and a geopolitical reorganisation of the region with elements of counter-insurgency.

The Mexican state presents the project mainly as a tourism and development project. But the reality is very different. The Maya Forest is of vital importance for the region and the planet. It is the largest tropical forest in Mesoamerica and the second largest on the continent. In 42,300 km2 it has 20 ecosystems and 50% of the planet’s species. This rainforest is connected with others in South America by means of biological routes, thus allowing the diversification and development of varieties that strengthen the biological evolution of the continent’s tropical rainforests. Quintana Roo has the second largest coral reef in the world and the entire peninsula has more than half of the mangroves in all of Mexico. 44 of Mexico’s 62 ethno-linguistic groups are present in the region, the majority of which are of Mayan origin. The number of archaeological sites is very high and their spatial occupation is enormous.

But, as several studies indicate, their importance is not only environmental and cultural. According to Dr. Ana Esther Ceceña, the region’s importance is also, and especially, geopolitical. Both the Mayan Train and the Interoceanic Train – another of the Mexican government’s projects – would be in a strategic and key location for the current struggle for control of world transport and trade, as well as for the hegemonic dominance of the United States (for more information read: https://bit.ly/3GDo1GT ).

The Mayan Train project was initiated before all the proper environmental studies and consultations with indigenous communities required by international labour law had been carried out. According to numerous documentations, the government has operated by lying to and deceiving the people of the region in order to appropriate their lands. The colonial logics of dispossession and extraction are being repeated in leaps and bounds by the current Mexican government, which operates under the logic of developmentalism. This logic creates the illusion that human beings are separate from nature, and that nature is at the service of humans to be exploited and destroyed. Likewise, the Mexican state still believes that it can impose its ideas and capitalist ways of life on the communities, and seeks to assimilate them into neoliberal life, take away their indigenousness and turn them into cheap labour for the national and global market. During its forced implementation, the project has not been presented with transparency and the information provided by the state has changed over time.

This Mayan Train project is accompanied by a very strong intensification of militarisation in the region, as it is also part of an aggressive transformation of the territory that seeks to curb migration to the United States and turn migrant populations into cheap labour. The US wall is being moved to Mexico’s southern border, as Subcomandante Marcos anticipated in a 2001 interview with journalist Julio Scherer (as he was called at the time). In this way, developmentalism and counter-insurgency come together as neo-colonial forms of capitalist dispossession, assimilation, extraction, and destruction. In the process, this project is already provoking forced migration by displacing hundreds of families from their homes and communities.

This is why the National Indigenous Congress of Mexico asks for your support and invites us to demonstrate in any way we can (street demonstrations, on internet networks, etc.) against the mega-projects of death imposed by the Mexican State, and to say No to the Mayan Train, the Train of Death.
